 Laptop or O/S problem, Need help determining problem w/laptop

My friend has a Toshiba C55t-C5300 laptop. She is able to power up the laptop but cannot log on to it because the internal keyboard is frozen. The keys to the "Cap Lock" and "Num Lock" were already lit up when it got to the sign in page. None of the keys on the keyboard are working and the laptop is out of warranty. Is this a driver issue or a Windows 10 issue or neither one? Appreciate any advice. Thank you.
